### 1. Lint step blocks a PR on a lint violation (SC-2)
expected: On a PR to main with a deliberate lint violation, the `fast-checks` Lint step (`pnpm lint --max-warnings 0`) exits non-zero; the PR is blocked from merging.
result: pass
evidence: PR #8 ran `pnpm lint --max-warnings 0` GREEN in the `fast-checks` job on clean code — the step is a real required gate (branch protection blocks on its failure). Plan 13-01's deliberate-violation smoke test proved `pnpm lint` exits non-zero on an introduced floating-promise violation locally. Accepted on this evidence per operator (no separate throwaway PR run).

### 2. Format check step blocks a PR on a format violation (SC-2)
expected: On a PR to main with a deliberately unformatted file, the `fast-checks` Format check step (`pnpm format:check`) exits non-zero; the PR is blocked from merging.
result: pass
evidence: Observed LIVE on PR #8 — the `Format check` step (`pnpm format:check`) exited non-zero ("Code style issues found in 39 files") and CI went red / blocked, then went green after the `.pnpm-store` ignore fix (commit 0eb43c9). That is a real live observation of the format gate failing CI on a violation and blocking. Plan 13-01 also proved `pnpm format:check` exits non-zero on an unformatted file locally. Accepted on this evidence per operator.
